THE PARADOX
The chapter points at the existence of contradictions in the society, which invalidates the rules and regulations and weakens the enforcement for road safety by putting the drivers in a state of ignorance. 

1. Appeal to drive slow and approval for speed bikes. 

2. New vehicles are sold, but new roads are not made.
